Most races can only cast magic by O.C.C. or instead […] Viewahh Fairy Dragons with major and above psionics can only cast spells that they have leraned thru purchasing them as per a ley line walker, and those with lesser psionsic auto matically gain a certain ammount of spells again as per a ley line walker or mystic both types can purchase new spells anytime they wish to
